6 Arunachalee children missing in Nepal

ITANAGAR, Mar 17: Call it gross carelessness of parents or desperation to ensure better education to their children, at least six children from Bana area in East Kameng are reported missing after they were taken to a Nepal monastery by a native of Dirang in West Kameng.

Some twenty children including three from West Kameng were taken to Nepal by the man.

The parents sent the children as they were assured of free education and boarding earlier in February and they had even arranged Rs 3500 each per child.

But on Feb 16, the children went missing which has prompted the parents to seek help from the district administration.

When contacted SP East Kameng Tumme Amo said that reports of missing children have been lodged with the authorities by the parents and the district administration has constituted a committee comprising of Police personnel and a magistrate to look into the details. The committee is to submit its report within a week’s time.

He said that he is awaiting a response from the institution about the details of students from Aruanchal.

He further said that it is not clear where the children went missing. The person who took these children to Nepal allegedly had sent more than 100 students from West Kameng to the same institution including his own son.

Some of the parents whose children are already studying at the institution have also met the SP and DC. One of the parents  told the district police that he is in touch with his son.

The children who are all minor allegedly were taken to Nepal without valid papers.

Meanwhile All Aka Youth Association has thanked the Chief Minister Dorje Khandu , Director General of Police Vimla mehra and East Kameng district administration and Tame Phassang for their prompt action in initiating action.

It said that govt have assured to approach the Nepalese embassy to trace out the missing children.  The Association has demanded that all twenty four children taken from Bana area be brought back home.

 

Singh call for  united efforts while Govt assure to nab culprits

ITANAGAR, Mar 17:  Arunachal Pradesh Governor Gen JJ Singh appealed all to stand united and keep a watch on the criminal elements from within and outside the State who are destroying the peaceful atmosphere prevailing in Arunachal Pradesh. With the spirit of ‘Team Arunachal’, I am sure, we will keep our society, crime and violence free as we have been doing in the past, he hoped.

He said this in a condemnation message in the wake of killing of trader Rajendra Choudhury in Naharlagun on wee hours of Monday.

We have to provide security to the people who come from different parts of our great Nation and render their valuable services and make immense contribution towards the growth and development of our State. We have to respect each and every member of ‘Team Arunachal,’ as we expect to be treated ourselves when we go outside the State, he said.

I am happy to note that the State Govt. is going all out to nab the culprits and make them face the law, Gen Singh pointed. (PRO to Governor)

Meanwhile Home Minister Tako Dabi  informed the business community during the spot visit  to Naharlagun this afternoon that the state Govt is taking proactive steps to book the culprits involved in the killing of a trader Rajendra Choudhury on Monday,.

While interacting with the representatives of the business community on the spot  he directed the police to apprehend the culprits within ten days by mobilizing all possible resources. He also directed the DGP Vimla Mehra telephonically for posting sufficient workforce  immediately in the sensitive areas on priority after listening to the grievances of  the representatives including Local MLA Techi Kaso.

The police is proactively pursuing the matter and the DCs and SPs of Lower Subansiri, East Siang, East Kameng, Kurung Kumey and West Siang   districts have been alerted  for nabbing the culprits, he further informed the business community represented by ACCI president Techi Lala and general secretary Tarak Nachuk among others.

Checking in neighboring areas  of  Assam has also been intensified, he  informed adding his department is taking immediate action to strengthen the police force with increase in police forces and posting of efficient police officers and personnel in the Capital complex.

Condemning the murder as a heinous and cowardly act, the Home Minister said that the state’s economy will get crippled if the traders leave the state due to such incidents. The Home Minister sought the cooperation of the business community and the citizens in maintaining law and order in the twin city.

Local MLA Techi Kaso   apprised that since the twin city of Naharlagun and Itanagar  are the main areas of economic activities in the state, sufficient security forces should be made available immediately. The Local MLA also stressed on capable and efficient police officers and personnel.

Condemnation of murder of trader pours in

Adds  ATNS: PPA while decrying the brutal killing of a trader in Naharlagun has called on the government to effectively tackle lawlessness in the State capital to build the confidence among the people particularly the trading communities. It said that criminals should not be let off irrespective of their status and relationship. Any kind of laxity and leniency would encourage more crimes to occur in the state, it said.

Capital Complex Petrol Depots Association condemned the recent murder of a trader at Naharlagun and appealed the authorities concerned to immediately arrest the culprits.

Meanwhile, extending solidarity with the ACCI and all the business communities and association of the capital complex 1st phase 12 hrs bandh-call on March 19, CCPDA has decided to close down petrol depots from Banderdewa to Holongi.

Arunachal Pradesh Development Welfare Association also condemned the murder of a trader and extended its condolence message to the bereaved family members.

The state government should review the security mechanism in the entire state and bring in committed officer and staff in the city security management team to prevent such incident, suggested association.

Various student bodies have come out in condemning recent murder of businessman Rajendra Choudhary at Naharlagun. All Nyishi Student’s Union (ANSU) has expressed shock at the killing of late Choudhary. ANSU has appealed to state government to immediately review law and order situation to ensure security of people living in capital complex.

All Capital Complex Tagin Students’ Unions (ACCTSU) has also condemned killing of businessman Choudhary. Union has urged state government to do overhaul of police department and recruit more police personnel to improve law and order situation in capital.

ACCTSU claimed that various criminals’ gangs are carrying out their modus-operandi from state capital and thereby creating fear psychosis among residents.

 

BJP  demands clear cut policy on power projects

ITANAGAR, Mar 17: Bharatiya Janata Party (BJP) today urged the state Govt   to come out clear on the relief and rehabilitation measures for the people likely to be affected by the hydro power projects being undertaken in Arunachal Pradesh.

BJP is not against the hydro power projects, but the Govt should take the project affected people into confidence and clearly reveal its policy on rehabilitation  before signing of the MoU/MoA on hydro projects, said state BJP leader and party’s national  secretary Tapir Gao in a Press meet today.

Referring to the state’s Rehabilitation and Resettlement Policy 2008 which is supposed to be best in the country, Gao said there is no Govt land in Arunachal, Govt should clear its stand as to how and where the affected people will be rehabilitated and the local problems like road infrastructure, education and health facilities of the affected people will be met.

State Govt has signed 100 MoUs/MoAs with power developers so far with a target to produce 36,390.90 MW and revenue amounting to  Rs 1016.26 crore  have been deposited in state ex-chequer, Gao claimed adding that this revenue amount has been diverted to non-plan head. People have rights to know as to how this power revenue has been spent, he said.

Govt is not seriously taking up the infrastructure development projects in the periphery of the dam projects, said state BJP president and MLA Tangor Tapak.

Law and order:  The BJP also decided to raise the deteriorating law and order situation in the capital complex during the Assembly session beginning from March 18. We are going to raise this issue in the Assembly said   BJP legislature party leader Tamiyo Taga. The people of the state capital has been facing a state of lawlessness, he said.

Pointing out at the recent murder of a businessman in Naharlagun, he said, criminals  are roaming freely  in Capital  as there is no effective mechanism to give exemplary punishment to the criminals. Law and order scenario is going from bad to worse, he added.

Pointing out the law and order situation in Tirap and Changlang, BJP North East organization incharge P Chandrashekar Rao who was present in press briefing said the Govt is not serious about what is going on in both the districts. Rajiv Gandhi University: Supporting the demand of the agitating students, Tapir Gao said, university should be renamed as Arunachal University. The university reflects the sentiment and pride of Arunachalee people, he said while adding that renaming of the university as RGU was a blunder.

Price rise: Expressing serious concern over the soaring prices of essential commodities, Gao said, more than 20,000 people from all North Eastern states including Arunachal Pradesh will   participate in  Guwahati Challo abhiyan  to be held on  April 5 next.  BJP national president Nitin Gadkari would address the gathering.

A delegation of the state BJP comprising party leaders from state and district level organizations will also take part  in Delhi Chalo Abhiyan against price rise on April 21, he added.

 

Annoyed doctors threatens legal action

ITANAGAR, Mar 17: After the engineers, now it’s the doctors of the state who are unhappy with violation of laid down norms. The Arunachal Pradesh Doctors Association in a memorandum to Chief Minister said that if the two point’s demands which include immediate cessation of direct recruitment of doctors from NRHM and Contractual services are not met, they would be forced to seek legal help or resort to democratic movement.

In the memorandum, the Association said that mode of recruitment of doctors to the state service has been done violating all norms. In schedule III of APHS Rule 2000, the mode of recruitment is through APPSC. But taking undue advantage of the provision under Rule 8 of the APHS 2000, which was further amended to facilitate such manoeuvre in 2003, the mode of recruitment of doctors has deviated grossly from the laid down guidelines.

Number of Doctors recruited through Cabinet decision starting from 2005-2009  is 163.

The Association further said that Dr L Bagra’s appointment as District Medical officer, East Kameng be cancelled. It said that Dr Bagra does not fulfil the eligibility criteria and his appointment as DMO bypassing hundreds of senior doctors is violation of recruitment rule and also office memorandum dated 4 June 2009. As per the seniority list of 2002, Dr Barga stands at 168 among the Medical officers (allopathy).

Dr Bagra joined APHS as Medical Officer in 1996 and got First Time Bound promotion as SMO in 2004 while his Second Time Bound Promotion as SMO (SG) is yet to be.

 

RGUSU reiterates its demand for removal of VC

ITANAGAR, Mar 17: Rajiv Gandhi Students Union has reiterated its demand for removal of the Vice Chancellor Prof K C Belliappa from Rajiv Gandhi University to save the campus from “law and order problem”. The students in a four paged representation to the Chief Minister said that removal of the VC would only ensure restoration of peace and normalcy in the campus. It said that nothing less than tendering of resignation of VC would be entertained.

The students who are on loggerhead with administration demanding various issues including renaming of University to Arunachal university has said that if the VC continue to remain in the campus, there will be continues law and order problem including bloodshed.

The students led by president Tayuk Soanm and Lingdum Taha in fresh allegation have said that VC has blatantly disregarded the University acts, Statutes and ordinance and he has no moral authority to remain in office. The students said that his running of the University speaks for itself as the UGC has threatened to declare Rajiv Gandhi University a non performing university. It said that after taking over as VC, there have been several incidences of inefficiency, negligence and carelessness coupled with lack of cordial relation with the people.

The students further said that VC has been absenting from his office by availing more than 30 days leave in a calendar year.

 

NES demands creation of Nyishi Dept

ITANAGAR, Mar 17: Nyishi Elite Society (NES), the parent body of Nyishi community, has demanded the state government to create a Department of Nyishi Affairs  with Rs. 100 crore annual fund allocation in line with Department of Tirap and Changlang to ensure all round development of the community.

Addressing the mediapersons at Hotel Donyi Polo Ashok today, NES president Bengia Tolum said that the proposed department will take up the matter relating to systematic planning and execution for accelerated and rapid compensatory development of the Nyishi people and their areas, which according to him, by far and large, are lagging far behind with a ‘very huge gap’ in all developmental fronts as compared to other areas of the state.  “This growing disparity of Nyishi areas as compared to other areas of the state could prove to be bomb shell against the socio-political stability of the state in foreseeable future,” Tolum said.

NES on February 14 last submitted a memorandum to the state chief minister highlighting the ‘underdeveloped’ conditions of the Nyishi people inhabiting in all the five districts of the state and its demand for creating theDept.

A team of NES had conducted a whirl-wind tour of all the five Nyishi majority districts of Upper Subansiri, Lower Subansiri, Kurung Kumey, Papum Pare and East Kameng, including Bhalukpong area of West Kameng in between January and February for a  first hand knowledge about the socio-economic status of the Nyishis, infrastructural development, medical, and education facilities, road communication in those areas.

Describing the pathetic conditions of the schools they claimed to have found during the tour, the memorandum stated that “Most of the educational institutions in all the Nyishi inhabited areas are being run either by an officiating or in-charge principals /headmasters since their establishment. No subject teachers have been posted in most of the schools while many were running without sufficient teaching staff, necessary infrastructure, like hostel building, classrooms, libraries, desk bench, toilets etc.”

While demanding immediate introduction of Science stream at Raga HS School, it also emphasized the need to upgrade many schools.”

Regarding health facilities, the touring team claimed to have found that all the health centres it visited were running without doctors, para-medical or supporting staff. Further, these health centres are devoid of any medical infrastructural facilities. “Many areas are yet to see establishment of any administrative centres and machinery for dissemination of government programme and policies and to take care of the day to day general administrative requirements,” it said while informing about lack of  administrative machinery set ups and other development offices.

Stating about pathetic road condition of those areas, the memorandum said, “Throughout the long and arduous road entourage covering about 2500 km, NES team found the conditions of all the major and artery roads networks horribly in very poor conditions nothing worth to be called as road due to which many potential tourist spots and circuits have been ignored by the government.”

In another memorandum, NES urged the chief minister to ensure the establishment of the proposed Polytechnic College and Yachuli instead of Ziro in the greater interest of students’ community and public of that area.

In yet another memorandum, NES, while referring to 2000 MW Subansiri Lower Project, said that the compensation given to the project affected families were meager.

“Under the MoA between Arunachal Pradesh Government and NHPC Ltd on January 27, 2010, the provision made under Article 13 – Upfront payment and other benefits, under clause 13.1(a) and 13.1(b), an amount of Rs.17 crore has been diverted for establishment of Law College, Itanagar and Rs.10 crore for construction of Convention Centre, Itanagar, which is not related to the project affected families alone, ” the memorandum claimed.

 

 

Five-day AROGYA mela kicks off

Minister calls for promotion of AYUSH in Arunachal

ITANAGAR, Mar 17: The five day long AROGYA, a comprehensive health fair on Ayurveda, Yoga & Naturopathy, Unani, Siddha and Homoeopathy (AYUSH) got underway at Indira Gandhi Park here today.

Organized by the Department of AYUSH, Ministry of Health & Family Welfare, Govt of India in collaboration with State Department of Health & Family Welfare, the mela is the first of its kind in the state and fifth in series in the North East this year aiming at promoting and popularizing the AYUSH systems of medicines among the people of the region, besides promoting Health Tourism and National Rural Health Mission (NRHM).

Inaugurating the health fair, the state Health & Family Welfare Minister Tanga Byaling said that the increasing awareness of AYUSH’s potential in solving community health problems resulting from nutritional deficiencies, chronic disease conditions, epidemic and other vector-borne diseases have opened vistas for AYUSH in public health and pave the way for realizing the full potential of this alternative system of treatment. He advocated for promotion of AYUSH systems of medicine in the state to generate mass awareness among the people to gain long term health benefit.

Byaling said that the AYUSH systems of medicine have age-old acceptance among various communities’ especially indigenous tribal health practices, adding that the government of Arunachal Pradesh is the only state that has recognized the practices of tribal folk healers and provided the enrollment mechanism. He however observed that the value of folk medicines have decreased over the years due to advent of allopathy treatments and medicines and called upon the department of AYUSH and other stakeholders to propagate the ancient Indian systems of medicines among the people. The Minister hoped that the 5 days health fair with a package of events including free consultations by AYUSH Specialists, live Yoga demonstration, public lecture sessions would be useful to the people and derived maximum benefits from it.

Addressing the occasion, Nido Pavitra, Parliamentary Secretary Health & Family Welfare said that the National health policy aims at promoting comprehensive and holistic health and expanding the outreach of health care to the masses through preventive, promotive and curative interventions by improving the quality. He said that the local health traditions represent the community health dimension of AYUSH and the doctors of AYUSH can play an important role in the delivery of health services, adding that AYUSH was integrated to national health care delivery system and incorporated in the National Health Policy to attain Health for all and provide people to have their choice of treatment.

Pavitra further informed that under NRHM, AYUSH doctors and facilities were made available in the PHCs, CHCs and District hospitals.

He said that the 5 day long AROGYA would provide a suitable platform to showcase the strengths and potentials of traditional systems of medicine, exhibit the research and development efforts in the AYUSH sector, forum for interaction with practitioners, consumers and other stakeholders, besides creating awareness among people about the alternative systems of medicines.

Later, Pavitra inaugurated the exhibition stalls on AYUSH and other departmental stalls under DHS and NRHM.

Earlier, Dr B.T Chindananda Murthy, Director CCRYN, Department of AYUSH, Ministry of Health & Family Welfare, Govt of India informed that the comprehensive health fair on AYUSH is to create awareness about the strengths of the ancient systems of treatment and sensitize the stake holders and health providers about various schemes of the department. He also felt the need to set up AYUSH Hospitals and colleges in the state for development of this sector and assured to organize a mega health camp in the state with the next few months.

Capital DC Padmini Singla advocated for this ancient system of treatment which is based on nature for permanent cure of all ailments and other health imbalances. Emphasizing on the significance of AYUSH, Singla suggested for standardization of the system by setting up of hospitals and colleges, besides integrating the subject with other medical sciences.

B S Sajwan, PCCF and Health & Family Welfare Secretary A B Shukla also highlighted the role of AYUSH as alternative system of medicines and stressed on the need to promote the value of this system of treatment for healthy living.

DHS Dr T Basar and NRHM Mission Director T Tapok also spoke on the occasion.

On the occasion, yoga experts from CCRYN presented yoga demonstration.

AROGYA, which will be opened up to March 22 next have a package of events including free consultations by AYUSH Specialists in the OPDs set up at the Indira Gandhi Park venue, live Yoga demonstration and public lecture sessions. (DIPR)

 

It’s time  for Govt  to wake up from deep slumber

ITANAGAR, Mar 17: The killing of businessman Rajendra Choudhary at Naharlagun on Monday morning has left serious questions for authorities to answer.

Despite tall claims by authorities on improved law and order situation, there is no denying the fact that capital complex had witnessed some sensational murder cases in the last few years. State police with their limited resources had done creditable job, though at times even they have been found wanting.

After every criminal incident normally fingers are raised towards police officials for alleged lapses. In the midst of all hullabaloos, real issues pertaining to law and order situation and how to tackle criminal activities in capital get lost somewhere.

With every passing year population of Itanagar is increasing rapidly with people from every part of state and outside migrating for better avenues. . There is also limited number of police station to cater the ever increasing population of Itanagar and its adjoining areas.

Even though state capital is witnessing rapid urbanization, police modernization is yet to start and this is among many other issues which are rankling citizens of capital. “Government has to correct few basic things for better functioning of police system. For example, I don’t understand the logic behind IRBn and APPBn jawans   working as traffic personnel. Often these jawans do job of traffic police by checking helmets and looking after parking problems in places like Naharlagun market,” said one concerned resident. He also believed senior police officers and people running daily affairs have to make sure that such mistakes are being rectified.

Some residents complained that most of the police officials are busy protecting politicians and bureaucrats. “In our state even those bureaucrats and politicians who expect least danger to their life are being given police protection. This is big hindrance to already short staffed police force,” told another angry resident of Itanagar on condition of anonymity.  

City police also need to pull up themselves so that incidents like that of Naharlagun does not repeat. “I often travel at night because of work commitment. But very rarely I see police team patrolling the street of capital. I think city police have to show more commitment to make citizens feel safe,” echoed one more citizen.

There is also need for more interaction between police and denizens of capital complex specially those living in boundary areas from where mostly criminals escape to neighbouring state after committing crime.

Although authority may differ, general public feel that more steps are needed to make our capital safer place to live in. Time has come to do work than talking. Hope people at the helm of affairs are listening.

 

SSA Rajya Mission refute allegations

ITANAGAR, Mar 17: SSA Rajya Mission, who is under fire for alleged misappropriation of funds and violation of laid down norms, has denied any wrong doing. After a media house questioned the functioning of the SSA Rajya Mission in the state, AAPSU has given four days time to government for suspension of Officers of the department to pave way for impartial enquiry.

Project Director SSA P N Thungon in a clarification to alleged misappropriation of Rs.4.33 Crores from KGBV/SSA accounts during 2007-08, said that the grants from centre was transferred electronically to the State accounts. Further, we did not receive any sanction order copy from centre during this period except the credit made into SSA account. Hence the funds received under SSA were presumed as the grants for SSA activities only and we waited for funds against KGBV from GOI till 27-07-2007.

Jt.Secy (SE&L) MHRD directed us to release the funds from SSA accounts for KGBV since it was becoming a great problem on the part of KGBVs due to non-receipt of grants in time. Thereafter, an amount of Rs.4.33 crores was released from SSA account to the KGBV accounts in the districts directly without crediting the said amount into State KGBV account first. During the said year, KGBV was included as one of the activities in the PAB approval of Annual Work Plan & Budget under SSA. When Auditors report was sent to MHRD they have indicated that a part of the amount was wrongly credited to SSA account and hence they asked us to rectify it based on their sanction orders. Therefore, a revised balance sheet was submitted to the MHRD immediately and the matter was settled with the GOI. Hence there is no question of mismanagement of any fund either from SSA or KGBV account as alleged.

On violation of accounting norms while closing the balance sheet for fiscal 2006-07, while taking a print out after finalization of Audit report, the opening balance amounting to Rs.3545.00 lacs of fixed assets pertaining to the year 2006-07 erroneously got deleted in the system (computer) and as a consequence the total of the fixed assets column was shown less than the liability column of balance sheet. On detection of this error, the same has been rectified and intimated to the Ministry and the rectification can be seen in the balance sheet for the year 2007-08. The MHRD has not yet uploaded the corrected balance sheet on the MHRD website, which is creating doubts in the minds of viewers/public. The MHRD has been requested to upload the corrected balance sheet on their website at the earliest to erase any confusion in the minds of the various stakeholders.

On Dubious role of Auditor on items related to procurement amounting to Rs.84 lacs  by Teledata Informatics Ltd, it said that an  amount of Rs. 84.00 Lacs shown against M/s Teledata Informatics Ltd.  does not figure in any of our financial statements nor in the books of Accounts. It is only the Auditor’s observation given as per his opinion and it has nothing to do with procurement of that year. However action was taken based on the auditor’s observation regarding functioning of the firm, and the MOU with  M/s Teledata Informatics Ltd. was cancelled due to their poor performance in implementing computer aided learning programme in the State.

On Appointment of financial management staff, all the appointments against finance branch of SSA Rajya Mission are made as per approval of the Executive Committee (the highest governing body of SSA Rajya Mission, Arunachal Pradesh) hence there has been no violation in appointment of Financial management staff. However, regarding the tenure of finance staff, many of them have worked more than three years which is not advisable as per MHRD guidelines. All the finance staff  including Finance Controller, Audit Officer, Sr.Auditor, Accountant cum cashier, Accounts Officer, Accountant  having served more than three years shall be replaced soon in a phased manner.

On CGI sheets procured at Rs.1000/- higher than market price, it said that the CGI Sheets have been procured centrally as per the consensus decision taken during the meeting of the District Project Officers / DDSEs on 29th August 2009 in order to ensure  uniformity in rate and quality. The CGI Sheets have been procured from authorised dealer of Steel Authority of India Limited (SAIL). The CGI Sheets of Dimension 10ft x 3 ft at the rate of Rs. 1453/- per sheet and ridging of dimension 10 ft  x 1.5 ft at the rate of  Rs.670/- per sheet which includes all taxes, transportation cost and loading & unloading charges up to District HQ.

 

DC stress on organic farming

Ziro, Mar 17: Addressing the trainees at a one Day District level field functionaries training on organic farming  for Lower Subansiri district, here today organised by Agriculture Technology management Agency (ATMA) Ziro, Lower Subansiri Deputy Commissioner, Sadhana Deori emphasised on organic farming. “Keeping and continuing the values of  traditional organic farming, we will be contributing a world to live on, she said. While using organic manure it should be ensured that the production of the district is at par in quality with the production of other states, she added.

As chief guest, the DC suggested the trainees to be very interested in the training and take the fullest advantage of it to pass on the knowledge to the local farmers to ensure self sufficiency in the district on food grains and vegetables. The present form of Traditional Organic cultivation is to be enhanced and fine tuned through trainings from the resource persons who are updated with the latest agriculture technology,  she said.  

Lauding the ATMA Ziro, for conducting the Training she suggested that such training should be held at regular intervals and at out posts like Yachuli, Raga and other circles of the District, so that every field worker and farmers are covered.

District Agriculture Officer, Gem Teri, who attended the Training as Guest of Honour on the function said the main purpose of introduction of Organic farming is to enhance productivity , avoid hazards of in-organic farming due to side effects  and to maintain the ecological balance.  Every field functionary need to be acquainted with the latest form  of organic farming to enhance productivity as well as maintain  the reputation of the department at the village level.

Tea association in Tripura

ITANAGAR, Mar 17: A delegation from Arunachal Pradesh Small Tea Growers’ Association led by its president Tadak Gab and vice president Nabum Nekia had attended the state level small tea growers’ convention held at Tripura recently.

During the convention various initiatives and steps on tea policy taken by Tripura government were highlighted and discussed.

The delegates said that the government of Tripura is ready to extend its service to under developed states of the North East based on its resource strength.

 

Scientific Advisory Committee (SAC) Meeting at ICAR Basar

Basar, Mar 17: A Scientific Advisory Committee Meeting of Krishi Vigyan Kendra, West Siang District was organized at ICAR, Basar on March 15 under the chairmanship of Dr. R. Bhagawati, Joint Director, ICAR AP Centre, Basar.

Dr. A.K. Gogoi, Zonal Project Director (Zone III), Meghalaya and T. Basar Director, Agriculture, Govt of Arunachal Pradesh were the chief guest and guest of honour respectively. Altogether 35 officials from Agri and all Allied Departments, Govt. of Arunachal Pradesh, SMS, KVK, Basar and Scientists, ICAR AP Centre along with progressive farmers, farm women and entrepreneurs of the district were attended in the meeting.

Dr. Bhagawati, briefed the members about the importance of the SAC meeting, involvement of KVK in social uplift, their achievement in the past year and the action plan for the next year. He emphasized that agricultural success or failure in the state is associated with other socio-economic factors. He said KVK, West Siang is committed to work for the farmers and will work irrespective of all the odds.

T. Basar in his speech mentioned the importance of localized research issues, developing cropping system and cropping sequences. He further added KVK, West Siang is the mother of all the KVKs and should take greater responsibility to take the state further in agricultural development.

Dr. A.K. Gogoi, stressed on research and the use of GIS to make resource inventories for all the crops, livestock, fishery and agro forestry even at village level. Convergence is important for giving all the benefit to the farmers from different schemes.

 

‘Respect labourers for state’s prosperity’

ITANAGAR Mar 17: As Labour community plays a crucial role in the development front they must be given due respect ; otherwise no state could prosper, opined Jalley Sonam, chairman Arunachal Pradesh Building & Other Construction Workers Welfare Board, during a borad meeting here today.

Highlighting the main objectives of the Labour Welfare Board, he informed that fixing the normal working hours, weekly paid rest day, wages for overtime, basic welfare amenities at site, temporary living accommodations near site, safety and health measures etc were some of the welfare measures being taken up by the board. A registered worker can also avail the benefits like housing loan, tool advance, medical assistance, education assistance, old age and disability pension, accidental death benefits, free insurance scheme etc., he said.

Earlier Ojing Darung, Labour Commissioner cum-Secretary of the Board apprised the meeting of various development activities  taken by the board during  the last 3 years.

 

ASHA training

ITANAGAR, Mar 17: District Health Society Kurung Kumey District under the supervision of District RCH Officer and District Programme Management Support Unit officials conducted a training of Accredited Social Health Activist (ASHAs) training at Koloriang and Sangram from March 1-15 for Module-I-V.

Altogether, 74 newly selected ASHA attended the training at Koloriang and 66 AHAs participated at Sangram training centre.

Apart from ASHA training syllabus, training on RD Kit was also imparted to the trainees.

In-charge DC KK District T Messar and ZPM B Behniang attended the inaugural function as chief guest and guest of honour at Koloriang. While, CO T Riba and ASM H Yagi attended the programme as chief guest and guest of honour at Sangram.

 

Awareness generation programme

ITANAGAR, Mar 17: Tacha-Pan Youth Welfare Society has organized an awareness generation programme at Pan village under Mengion Circle on March 15.

MO Primary Health Centre Mengio SK Singh, ADEO/BRCC Gollo Tachang ASM Nabam Yajar attended the programme as resource persons.

The programme was sponsored by Central Social Welfare Board and implemented by Arunachal Pradesh State Welfare Board.

Speaking on the occasion, Singh highlighted the importance of village health and sanitation, maternal care, immunization and child care.

Tachang, briefed about the importance and benefits of child education while Yajar highlighted about the role and activities of women in socio-economic and political development in the area.

Chairman of the society Nabam Hari also spoke on the occasion.

Altogether, 400 women attended the function and free medicine was given to the poor people by PHC Mengio run by Karuna Trust.

 

International Women’s Day

ITANAGAR, Mar 17: Subansiri Mahila Jagrity Manch Welfare Society in collaboration with Arunachal Pradesh State Commission for Women celebrated International women’s day at  Dunmporijo on March 8 last.

The programme was sponsored by National Commission for Women, New Delhi.

Arunachal Pradesh Rajiv Gandhi Panchayati Raj  Sanghatan Chairperson  Jarjum Ete and EAC T Bodung attended the programme as chief guest and guest of honour respectively.

Speaking on the occasion Advocate T Bayur and OC T Dabi briefed on protection of domestic violence Act 2005 and legal rights of women.

Meanwhile, Bazar colony team Dumporijo beat the Krishna colony team Dumporijo in the final match of the women football completion and in the cultural competition Yumdo colony team and Nehru colony team were adjudged as 1st and 2nd winner respectively.

 

SHG solidarity day organised in Khonsa

KHONSA, Mar 17: The VIth Self Help Group Solidarity Day was observed at Khonsa today with various programmes. The day organized by SHGs of Khonsa and Longding area in collaboration with Agency for Integral Development Action was attended by members of SHGs, AIDA, HODs and public.

Speaking on the occasion as chief guest Tirap DC W. Lowang, while extending his best wishes to the SHGs, appreciated the untiring effort of AIDA in guiding and motivating the SHGs to take up economically beneficial schemes by providing training and technical know-how. He said that creation of awareness on healthcare among the villagers was urgently needed and asked the Agriculture department and AIDA to help the villagers do away with the destructive and unproductive Jhum cultivation and look for other more sustainable ventures. He further asked the villagers to take up piggery, poultry etc. in large scale. Earlier, the project Director of AIDA P.John in his report of AIDA, highlighted the activities and challenges of AIDA in the North East and lauded the help and cooperation of people and government Departments.

Later the chief guest inaugurated an exhibition-cum sale of local products produced by SHGs. Government Officers also presented talks on various topics for benefit of SHGs. Cultural Programmes and panel discussion marked the day.

 

Legal awareness seminar

ITANAGAR, Mar 17: RK Mossang Memorial Society organized a day long awareness seminar on Legal Awareness among Women at Namsai on March 13.

MLA Nang Sati Mein and SK Dutta attended the programme as chief guest and resource person respectively.

Taying passes away

ITANAGAR, Mar 17: One of the senior citizens Taying Nyari died on March 15 last at her residence at Model village after prolonged illness.

She was also one of the land donors of the capital complex, Itanagar and also contributed for the helipad ground Naharlagun.

She is survived by her husband, 4 sons and 3 daughters. The family member appreciated Dr Taw Kaki, all medical staff of General Hospital Naharlagun for their support during the time of grief.

 

NSS social service

ITANAGAR, Mar 17: National Service Scheme (NSS) special camp was conducted at Poma village from March 12-15 by the NSS cell of Rajiv Gandhi Government Polytechnic, Itanagar. During the camp one Football ground was prepared at Government Middle school, Poma while drainage and road repairing works were undertaken.

The NSS volunteers also demonstrated the health and hygiene maintenance and its importance to the different stakeholders by using audio-visual aids.

 

No tender below 1 crore

ITANAGAR, Mar 17: An anchal samity member of Palin, on behalf the Panchayat Raj leaders, appealed to the state government not to invite tenders of value below Rs one crore under various departments. Instead, same may be offered to IVth grade contractors, unemployed and student leaders so that they can maintain their poor families without any hardship.

ITANAGAR, Mar 17: Nationalist Youth Congress Arunachal Pradesh Unit committee has been dissolved temporarily and a fresh committee shall be reconstituted within a month’s time, said a release.

 

60 handicapped students provided hearing aids and crutches

SEPPA, Mar 17: The Arunachal Pradesh Disabled People Organisation in collaboration with the All East Kameng Handicapped Welfare Society organsied a “medical assessment camp for child with special need” at Seppa on last Monday.  

Altogether 60 out of 105 identified handicapped students were provided with hearing aids and crutches during the camp.

The camp was guided DDSE T Ramsing and SSA District Coordinator Kacha Tajo and under the medical supervision of Dr Krishna Welly.

Meanwhile, Organisation’s vice president Kongo Taku has extended gratitude to State Project Director SSA, East Kameng DC, DDSE and others for providing hearing aids and crutches to the disabled students who were not in position to buy the aids.  

 

AAPWU says no to forceful donation

ITANAGAR, Mar 17: All Arunachal Pradesh Worker’s Union (AAPWU) has taken strong exception to some group forcibly collecting money from casual, contingency, W/C labourers from various departments of Lower Subansiri district at Ziro town on the pretext of attending meeting of labor organization.

Union has appealed to the workers not to entertain such fake groups and only respond to circulars issued by AAPWU district unit of Lower Subansiri.

 

Dept to initiate action

ITANAGAR, Mar 17: DF &CSO Yupia said that numbers of well to do families are having BPL and AAY family ration card in the district whereas some needy families are left out.

Therefore, to re-asses the genuine families, the authority concerned appealed all the card holders, whose ration card are been used by their paid workers to surrender their ration card to the nearest administrative office or to their respective gram panchayat immediately. It said that such ration cards will be seized by the concerned authority, if found using by an un-authorized person.

144 Cr.PC imposed

ITANAGAR: In view of the reported dharna to be staged by the All Arunachal Pradesh Students’ Union (AAPSU) during Assembly session beginning from  March 18, the Capital administration in an order under section 144 Cr.PC prohibited office bearers, members of AAPSU and other students/persons participating in dharna to assemble within 100 mts distance from Assembly building.  Such dharna shall be allowed beyond 100 mtrs of Assembly building on the other side of the NH52A, the order read.

 

Apex bank to launch recovery drive

ITANAGAR: Apex Bank authority has decided to launch recovery drive against defaulting borrowers from the first of May next.

The bank has launched one time settlement (OTS) scheme to settle the overdue loans of the defaulters, a release of the Bank said, and requested all the defaulters to opt for the scheme at the earliest.

The bank further appealed to the state and central govt authorities to obtain ‘no objection certificate’ from the bank before releasing any payment to their contractors/suppliers which would help the bank recover dues.

 

IUCD training

ITANAGAR, Mar 17: A training of medical officers on IUCD insertion was conducted at Koloriang recently.

Altogether, 8 MOs including trainer, DMO, DRCH, District Programme Manager and all DPMU officials of the district attended the training.

Lets learn our lesson now

 

Dear Editor,

I would like to mention  at the very outset that I am not against development nor am I anti Arunachal. But recent events that have been going on in the state has caught my attention. The issue regarding the construction of hydro power projects in the state has caught my attention. There has been proposals for the of 104 hydro power projects. Is it feasible for the state?

Our state is placed in Zone V of the earthquake prone areas. The Himalayan mountain range, of which Arunachal is a part are young fold mountains which are still in the process of  uplifting and as such are very unstable. Moreover the proposed dams if built would store large volumes of water which would put immense pressure on the already unstable continental plates resulting in landslides, rockslides and weakening of the mountains. The area of Ranganadi hydro power project is for everyone to see.

The other problem is that of siltation, which reduces a dam’s storage capacity so that water from a wet season cannot be stored for use in a dry season. After that point the dam becomes uneconomic. Near the end of the siltation, the basins of dams fill to the top of the lowest spillway, and may cause the dam to fail during any season. Some especially poor dams can fail from siltation in as little as 20 years. Even larger dams are not immune. For example, the Three Gorges Dam in China has an estimated life that may be as short as 70 years. So, for a dam that will hardly have an estimated life of 80 years, is it a wise investment on the part of the government?

It also leads to submersion of extensive areas upstream of the dams, destroys biologically rich and productive lowland and riverine valley forests, marshland and grasslands. The submersion of large areas of forests also produces increased amount of methane and carbondioxide which will effect the immediate and the globbal environment.

The loss of habitat for animals and the aquatic life is also immense. But, most important aspect of it is the rehabilitation of the affected people. The people have attachment to their lands on which their father and forefathers have lived. They just can’t give up their land for some fancy rich lobby who wants to construct a dam withstanding the interest of the people. There are a lot more disadvantages but the point I am making is that, have all due considerations been taken by the government or the only consideration has been money.

The government may give the reason for continuing the project, for the economic prosperity of the state. But, we all know who’s prosperity they are talking about. The Ranganadi officials have clearly mentioned that they won’t be liable to any damage caused because of the release of water. This clearly show the apathy of the administration and the officials to the common people’s concern.

Our state has so much potential as a tourist destination and wild life is abundant, then why does the government not concentrate on these subjects which has the same potential as hydro power projects? They will be more productive in terms of employment guarantees to the local people as well for their economic prosperity, while maintaining the same ecological balance that is there at present. Some people learn from others’ mistakes and others from their own, we have already made ours, in the form of Ranganadi and NEEPCO, let’s learn our lesson now.

INSA with a mission

It is now a common knowledge that the age-old practice of cultivation and consumption of opium in the two districts of Anjaw and Lohit has reached alarming proportions, causing wide spread health and other problems among all sections of the populations of these districts. With a view to find a long term solution to this problem, the Government of Arunachal Pradesh has ordered the “Arunachal Opium Survey, 2010”, which is currently being conducted by the Institute for Narcotics Studies and Analysis (INSA). The aim of the survey is to ascertain the extent of opium cultivation, yield estimation and the extent of addiction in the two districts and find a permanent solution to this problem.

      In order to make a purposeful study of the problem, it is imperative to collect all relevant quantitative and qualitative data relating to opium cultivation and addiction in these districts. This can only be obtained through field visits and by interviewing the village heads, cultivators and other informed persons in the region.

INSA, therefore, required volunteers to go to the villages and collect such information. The office bearers of AMSU, the Mishmi students union were requested by INSA to identify volunteers to conduct the study. It is heartening to note that a section of local youth, both men and women, apparently desirous of fighting the drug menace among their communities, came forward to assist the study. INSA selected thirty volunteers to do the job and trained them for three days during the last week of January this year. They were also provided a camera and an allowance of rupees ten thousand each to meet the expenses and cost of travel, etc. during the month long study they were asked to conduct. The volunteers (surveyors) were asked to submit a report in the prescribed format at the end of their field trips during the month of February.

       It is reported that while the survey was still underway, a team of law enforcement machinery from the Central Bureau of Narcotics (CBN) carried out destruction of opium cultivation in IGG College area, Mikaliang and some other parts of Tezu. A misinformation seems to be doing rounds among the general public of the two districts, particularly in the areas where the destruction of poppy cultivation was undertaken, that the members of AMSU and the volunteers conducting the field survey have initiated the destruction of poppy cultivation. Unfortunately, some of the surveyors and members of AMSU are reported to have been physically assaulted and abused by the public.

This is to clarify that the surveyors engaged by INSA through AMSU had nothing to do with the destruction of poppy cultivation, which action was taken by the CBN in accordance with their own mandate. INSA or the surveyors conducting the field survey have played no role in the destruction of opium cultivation. On the other hand, the opium survey work is still underway and a report is expected to be submitted by INSA to the state government with a view to find alternative means of livelihood, treatment of drug addicts and overall development of the opium growing areas.

INSA aims to continue to work for the betterment of the people of Arunachal by assisting the state government to find a permanent solution to the lingering problem of cultivation and addiction to opium.

Its their right too

 

Dear Editor,

While going through your article about the killing of a trader, it’s sad to note that people take the traders for granted. Why don't they get the right to protest for the wrong? Even they are part of the civil society. They have all the right to put down their shutters if they don't feel safe in our state anymore. They are no way harassing the public but just making their problem known to the govt through the way which every forum, group, student unions do.

Why was raid carried out?

 

Dear Editor,

The reported raid carried out by the police personnel at the house of former All Arunachal Pradesh Students’ Union (AAPSU) general secretary Ojing Tasing at the dead end of the night is very unfortunate.

It seems clear retaliation of the state Govt against Ojing for spearheading Siang Anti-Dam Project movement at Pasighat. How come, police search the house of anybody without any search warrant or no complaint lodged against him?
